Strengthening Legal and Institutional Responses to Technology- Facilitated Violence Against Women (TF VAW) in the Western Balkans

Donor: UN WOMEN/ European Commision

This regional initiative aims to strengthen legal frameworks, institutional capacities, and public awareness for the prevention of and response to technology-facilitated violence against women (TF VAW) across six IPA beneficiaries in the Western Balkans. By addressing emerging forms of gender-based violence in digital spaces, the project seeks to promote a more coordinated, survivor-centred, and rights-based response at both national and regional levels. It will produce six country-level legal analyses and one consolidated regional summary report to identify legislative and institutional gaps and propose concrete amendments and new provisions to address TF VAW more effectively. In parallel, the project will support service providers in adopting standardized, survivor-centred protocols for case management, while strengthening the knowledge and capacities of key stakeholders from government institutions, law enforcement, the judiciary, social services, and civil society organizations to recognize, prevent, and respond to TF VAW. Through a regional public awareness approach, the initiative will also contribute to increasing citizens’ understanding of TF VAW, its harmful consequences, and the protections and support mechanisms available.
