Starting with the first of May 2020, the Civil\nSociety Strengthening Platform has started its third year of the EU\/UN Women\nprogramme \u2018Implementing norms, changing minds\u2019. The EU\/UN Women programme\n\u2018Implementing norms, changing minds\u2019 aims at ending gender-based discrimination\nand violence against women in the Western Balkans and Turkey, with a particular\nfocus on the most disadvantaged groups of women.<\/p>\n\n\n\n

This year\u2019s project focusses on one specific\nkey regional challenge identified by all CSSP partners under Phase I of the\nprogramme: the serious gap in sexual violence services in the region.\nTherefore, this year all nine partners in the seven partner project countries,\nwill focus on developing guidelines on how to better cater to the needs of\nvictims of sexual violence to support service providers in responding to the\nneeds of victims of sexual violence. <\/p>\n\n\n\n

The outbreak of the COVID-19 pandemic and the\nmeasures of containment implemented by national governments to counter the\nspread of the virus, have strongly impacted the health of populations,\neconomies and public services. Since March 2020, when the World Health\nOrganization declared the COVID-19 outbreak as a global pandemic, governments\nin the Western Balkans and Turkey began introducing measures of containment\n(such as closing different businesses, limiting free movement of people) to\nrespond to the crisis. The impact of the pandemic and of these measures has\ndeepened already profound gender gaps grounded in patriarchal structures and\ncultures, and the burden of the COVID-19 crisis has been particularly placed on\nwomen. <\/p>\n\n\n\n

Violence against women has increased during the\nlockdown imposed by national governments in the Western Balkans and Turkey[1]<\/a>,\nwomen\u2019s access to support services being consequently limited. Furthermore,\nafter the pandemic outbreak, women\u2019s organizations faced a loss of staff,\ncapacity and financial resources. Some services were temporarily cancelled,\nwhile a few organizations decided to better respond to the pandemic by starting\nnew services. <\/p>\n\n\n\n

The following gaps have been identified by\nwomen\u2019s support services[2]<\/a>:\nimposed lockdowns, reduced mobility and firmer control of abusers make shelters\nnon-accessible to women; women\u2019s helplines have limited resources to deal with\nonline reporting of VAW; there is a  lack\nof protocols on how to admit women respecting health measures, limited\nresources to keep shelters and centers operational and the immediate healthcare\nfor women survivors of violence are overlooked.<\/p>\n\n\n\n

To better respond to the needs of women victims\nof violence and to ensure adequate support as well as taking into consideration\nthe fear of resurgence of COVID-19 cases, Civil Society Strengthening Platform\npartners in Albania, Bosnia and Herzegovina, Kosovo*, Montenegro, North\nMacedonia, Serbia and Turkey have prepared a set of guidelines in all national\nlanguages to better support national governments and service providers in times\nof crisis.<\/p>\n\n\n\n
